to join a user league you would need to have the league ID and the password set by the owner.
No, you can't make your own user leagues, only the Commish can make them. Some people have them that aren't in use and can transfer ownership of a UL for use for a league, but they are very limited.

i have one that i wont be using, but i got it from someone from PVT, i wonder if i am allowed to pass it over, not that i know how to, but if someone can let me know, thanks

pretty certain that only the team who it was originally created for can do that.. so TW would have to move it off your team (you'd need to tell him which UL it is  )
